Project Description

The development is a 76 apartment, age restricted, senior citizen apartment community. The facility is to be located on the vacant property at the corner of Hoover & Wyoming in Westminster. 

The building is a four-story apartment building, Type V construction, over a one story Type I ground level concrete parking garage. The building totals five stories in height. The apartment community is accessed through the secured ground floor Lobby which also houses the mail room. The elevator takes the residents and guests to the First Floor Lobby and Reception area or beyond to the residential apartments on the upper floors.  The design style is Old English in keeping with the City of Westminster requirements for buildings located in the Civic Center district such as this one. The architecture breaks up the massing and scale of the five story, 58 foot high building by using a variety of wall articulations and roof heights and the inclusion of elements such as balconies and cross gables to help reduce the perceived height. The finishes include an eggshell colored stucco, wood with “plant on” half timber bracing with complementary trim and fascia and accent colors, cultured stone and dark wood trim.  The corners of the building and tower elements are accented with cultured quoin stone.  The base of the building is accented with cultured stone. The roof design includes gables with 6:12 pitches for the main roof and tower elements.  The roof tile is concrete and dark in color.  The garage houses 46 parking spaces. Additionally 27 open parking spaces are enclosed within the security gates and 12 open guest spaces are on the property outside of the security gates.

The apartment building is a rectangular structure with a double loaded corridor running the length of the building. The apartment mix is 61 one-bedroom, one bath apartments of 550 SF plus an outdoor patio or deck and 15 two-bedroom, one bath apartments of 700 SF plus an outdoor patio or deck.  The Common area is a directly off of the first floor Lobby, consisting of a multi-purpose room for community meetings, functions and services with a full service kitchen.  The spa is just off the lobby past the public restrooms. A Media center has a big screen TV, video and DVD for movies and special resident screenings. The Tech Center is for small conferences, educational services and computer, fax and business services for the residents. The computers are on the internet full time for residents use for email, job search, ties to the career employment center for part-time work. The Management will provide computer classes for all interested residents. The kitchen is set up to facilitate luncheon and party functions.

A ten foot landscape buffer is proposed along the east and west sides of the property ans a fifteen foot landscape buffer to the south. The planting material will be an Old English planting theme with benches in the passive outdoor area at the south of the property and a gazebo in the north and a landscaped walking path which circulates around the south, east and north of the building. An Old English pole clock will be located on the site at the corner of Wyoming and Hoover. The building is secured by entry gates but can be accessed by residents and their guests 24 hours per day, seven days a week.

Services provided will be support services to the Residents, such as financial assistance counseling, health support services (flue shots and health screenings) and other social services will be made available through City, County and Community organizations.

Parking

            Surface parking for residents and guests are one car per bedroom, consistent with City requirements.  Parking is in front of the building and on grade level below the building. Visitor parking exists outside of the gates, secure resident parking accesses the building at six convenient locations.  Access to the elevators is central.  Handicapped parking and handicapped van parking is accessible in front and in the garage, near the entrances.

Proximity to Services

            The site is situated with in 0.5 miles of shopping areas containing Albertsons Grocery, Thrifty Drugs, and professional offices - a Dentist Office, Eyeglass Shop, and Restaurants. Just 0.18 miles southeast is the Orange Farm Produce and Market, 0.16 miles southeast to the Professional Pharmacy, 0.23 miles to Vencor Hospital and 0.32 miles to the Park. The bus line runs regularly on Westminster Blvd. and has a Bus stop on the corner of Hoover and Westminster, less than 500 feet from the site.

Development Plan and Neighborhood Impacts

            The community will be developed in one phase. The anticipated construction period is approximately ten to twelve months, followed by a lease-up period of two to three months.

            The project, as approved, complies with all the General Plan guidelines and zoning requirements.  No waivers were required in obtaining the Conditional Use Permit and the proposed development conforms to the adjacent land uses, thus creating no negative impact on the surrounding neighborhood.

            In addition, the project is located in Commercial Redevelopment Project Area Number One.  In accordance with the intent of the Redevelopment Project area guidelines, the proposed project combines several parcels, and eliminates spot zoning.  The proposed project adds much-needed senior housing stock to the City of Westminster in support of the intent of the Westminster Commercial Redevelopment Project Area Number One. The development has received the full support of the Council and the Community Development Department as furthering the goals of the Redevelopment Plan.

Adjoining Land Uses 

 Immediate adjoining land uses are as follows:

Subject Property:  The subject property is zoned R-5 Multiple Dwelling Units with a Conditional Use Permit to allow the Density Bonus for rent restricted Senior apartments.

East:  Zoned C-R/PD Commercial restricted for planned development. Currently on the adjoining site are two single-family residences. Adjoining the single family residences to the East is an Office building, with another single family home next to an apartment building and another office building. All zoned C-R

West:  Hoover Street; Railroad Right of Way; Electrical Utility Right of Way; R-5 zoning with apartment buildings.

South: Wyoming Street; R-5 Zoning – Westminster Huntington Senior Apartments (311 senior citizen apartments); R-5 Zoning – Westminster Terrace Assisted Living Facility
